There is a flaw here: People either identify with a particular gender or not. if there is gender confusion and issues about it, those are going to have to be solved before someone is going to do the operation. Furthermore, it is relatively easy to assume an identity without surgical change. this would be advised prior to doing surgical or even hormonal changes.
