Skin infection: Sounds like a skin infection or abscess or infected cyst. Take him to a doctor for treatment this may need drainage and antibiotics

Possible Abscess: It sounds like you may have some folliculitis or abscesses with or without cellulitis. You may need antibiotics and possible drainage of the abscesses if they are fully formed. In the meantime analgesia like paracetamol and ibuprofen will help but also running hot soapy water as often as it is convenient and should help. You should let a doctor take a look at it.
