Infected cyst?: You obviously have some sort of infection. You may have a congenital (dermoid?) cyst, where the navel didn't close up and heal correctly after you were born. Whatever the cause, this needs medical care ASAP, probably for incision and drainage and an antibiotic prescription. The I&D probably will also cure the problem by taking care of a cyst, if you have one. Good luck!
