I've had small red bumps below my belly button and about an inch above my penis for about 3-4 months now, they don't hurt, they're just there. ideas?

Here are some...: Without a direct look at and palpation on it, it is hard to tell definitely what it may be. But based on what you described, it may be just a mole or other benign lesion you discovered recently among thick pubic hairs. So, you may just keep on watching it and see as long as not painful or increase in size. Of course, seek evaluation & counseling if in doubt.
