Possible: It is possible however there are many different skin lesions that can occur to the vulvar skin. Best bet is to have it looked at and tested

Probably herpes: Herpes is by far the main cause of "painful blisters in and around the vagina". That your partner feels he is "clean" doesn't help much; most people with genital or oral herpes don't know it and he could have infected you. See a doctor ASAP, the sooner the better for accurate diagnosis and effective treatment. Your partner also needs to be examined and probably tested. Good luck!
