Small hemangioma...: Little red dots you described resemble small hemangiomata or " bundle" of small capillars causing red spots as blood is visible rhrough thin cappilary wall and surface if skin. They are very commonand benighn. Just cosmetical nuisance .But if any doubt , see your doctor to take a look.
