It would be very: unusual for a woman to have an ingrown hair on her lip line. A recurring bump on the lip line sounds more like Herpes Type I, the type that usually affects only the area around the mouth. I don't recommend popping it, It doesn't make it go away sooner and your fingers could be a source of spread to other parts of your body or to someone else. Hope this helps?
