See a dermatologist: For a persistent lesion that is tender or sensitive to touch, I recommend having it evaluated by a dermatologist. It can be various things including infection, an inflammatory disorder, or a type of growth.

Have examined: Any skin lesion that concerns you needs to be seen and evaluated by a physician to determine the cause and severity. As this short Q&A format doesn't allow for visualization I would certainly recommend having your daughter be seen. A virtual consult is an option (understanding that at times feeling the texture is required and you may be referred to a local physician)
