Scrotal blood?: You mean that you have clots in your scrotum ? How old are you?, for how long you had this problem?, do you have pain, swelling, what is the skin color, are you on any medication. have you had trauma? one or both sides. DO you have dilated veins going into the the lower abdomen, are they soft, or hard, You need a Doppler/ultrasound. Need to see an urologist
