See a doctor and: have him get an Xray to be sure there's nothing broken. If there isn't, have him keep his foot elevated, ice it and he can take ibuprofen or acetaminophen for the pain, if he has no medical contraindication.

Rest/bracing: RICE (rest, ice, compression and elevation) for two to three days. Bracing of ankle. If he is able to hop on just the affected foot he can return to athletic activity, if not it will require further evaluation.
