Quite low: The copper IUD is considered very effective in preventing pregnancy in such a setting. Your primary risk without a condom is sharing fluids/exposure to infections.Condoms are not 100% protection against all of these but helps.

Birth control: The purpose of the copper IUD is to prevent pregnancies - it's for birth control. It does not protect from sexually transmitted infections. The condom prevents both, undesired pregnancy and STI. Condoms are not considered as effective for birth control as IUDs are.
