See dermatologist: You left out important facts such as duration and appearance. Presence or absence of a foreskin is essential to diagnosis. Possible balanitis [phimosis] due to fermentation of inspissated urine under the foreskin. Circumcision is curative but not inevitable. Scrupulous cleaning and blotting of urine usually stops it.
