Cold sore: If this is a localized lesion on your lip, a cold sore(herpes simplex) is likely and you can apply an ointment recommended by your pharmacist. If the entire lip is swollen and itchy, an allergic reaction(angioedema) is likely and this is treated with an antihistamine like benadryl(causes drowsiness) or claritin(nondrowsy). See your physician as needed.

Hives on lips: Could be due to dryness (most likely; allergy (possible if itching); herpes (possible but less likely if not exposed to someone with cold sore.
