Tsunami: Depending on where you are in the world when a tsunami hits - there may not be communications for a prolonged period. After a disaster, people may be asked not to make unnecessary calls to law enforcement or other agencies so that true emergency calls can get through. The International Red Cross or Red Crescent (in Muslim countries) may provide help.
