Likely not: The bag is not that easily digested but a small one may well pass through without causing any obstruction. Need to take him to the ER if he starts vomiting and complains of severe abdominal cramps.

No: If you look in basic chemistry. Acid does not really dissolve aluminum. It should pass undigested through your gastrointestinal tract.

Drugs and antiacids: If you need an acute drop due to symptoms, then antiacids like maalox or Tums (calcium carbonate) can do the job. Proton pump inhibitors, some otc and some on prescription can more chronically lower the acidity. You also can adjust your diet to ingest food that is less likely to cause acidity.

There is no way you : As a patient yo can not tell and as a primary care physician you can not tell. So if you have symptoms and your doctors feel you need to know the acid level, you have to be tested for that.
