Not really: Nodes and tonsils do take up a lot of glucose and because PET reads anything that is metabolically active, it doesn't mean cancer. Mostly it is not. Hyper metabolic tonsils and nodes mean that they are active and taking glucose. Biopsy is the only way to determine cancer, but necessary only in cases with high suspicion a priori. We reassure the patients and call for 3month physical exam.

Unlikely tobe cancer: This PET report looks more like Tonsitlitis(Sore throat or Phayngitis). A clinical examination by a doctor will be more useful to make the correct diagnosis rather than relying on a PET scan. Let your PCP or ENT doctor guide you. Unless there are large lymph nodes in your neck, I would not think that you have cancer.
