Low GI: A low GI food means that it takes a while to absorb and typically does not increase your blood glucose that fast.

No: It really depends on how much sugar is mixed into the chocolate. Cocoa for example is relatively low glycemic index, but when sugar is added to make hot chocolate, then it is high.
