Contact allergy?: Although this is typical of a contact allergy to one of the ingredients in the shoe (in which case the itching would start 24-72 hrs after wearing it), you need to check the shoes for flea infestation as well. Freeze the shoes or exposed them to sunlight may help if the latter. For the former, it may be cheaper to get rid of them. See derm or allergist if problem with other shoes too.
