Absolutely not: In fact, it is not at all certain that there is any benefit from fish oil for anything. In USA it has been abandoned as useless by the best-informed experts. It has also been noted to cause prostate cancer. It is true that it lowers triglycerides and raises HDL but it has not lowered the risk for strokes or heart attacks. No benefit has been demonstrated except to those who sell it.
