Melanosis?: It's hard to say if normal for certain without examination. One cause of brown penile dots without any symptoms is penile melanosis (melanotic macules), which is the term for something that looks like a freckle. They're usually small, flat and don't change in size or colour. But could be other things too. If the lesions are new, or changing, see your doctor and get them checked
