Assuming Phlebitis: Plebitis blocks the normal venous return, and hurts the valves in the veins. So after phlebitis one tends to have more blood in veins and this produces edema (swelling) which stretches and inflames the skin. Keep skin moist with non irritating moisturizer (best if no fragrence in misturizer),
