Low risk: Giving or Receiving oral sex can transmit sexual diseases, and it's always a good idea to use condoms. Herpes or gonorrhea are almost always obvious in less than 4 weeks. the risk of acquiring HIV is nearly 0 from receiving oral sex or giving oral with no ejaculation. A negative test at 4 weeks confirms that you were not exposed.
