"Sometimes": It mainly has a "down"/sedative effect, which while not treatment, might reduce likelihood of seizure in susceptible person. Risk is idiosyncratic reaction (which is a reasonable % of abusers, but not w/therapeutic use), who can get anxious / agitated ("up"/stimulant effect), which might reduce seizure threshold.
