Boilor water purifie: Bleach would not be the best additive. Boiling, or water purifiers would be better but even better is to follow the advice of local authorities and your local health department

1/4 tsp per 4 gallon: The answer you are looking for is 1/16th teaspoon per gallon. The preferred order for consuming water after a disaster is 1) commercial bottled water, 2) water filtered through coffee filter then boiled for 1 minute, 3) water filtered through coffee filter then add unscented household bleach at 1/4 tsp per 4 gallons.

Bleach in tap water: I commend you for your concern about safety of tap water after Hurricane Use regular household bleach (do not use scented ones or any with added cleaners). Add 1/8 teaspoon of bleach to a gallon of water, stir and let stand for a half hour. The water should have a faint bleach odor, If it doesn’t, then add another 1/8 teaspoon and let stand another 15 minutes.
