Yes, if municipal: source, as water is checked regularly for bacteria and other contaminates and there should be a closed system via pipes, etc. If you have a private well, flooding could cause some surface contamination, and water should be checked.

Yes, if ...: Despite street flooding, the close system of city water treatment should be intact and okay to use as long as the system is not broken by flooding. Of course, occasionally, major natural disasters may take place; for survival, people still have to boil untreated water for survival until the water treatment system is restored.

Safety of Tap Water: Good day; Whenever in doubt - drink bottled water! Always have bottled water in your home. Either with or without gas! Follow similar guidelines if you travel to unusual places; I even keep some in the car.

Dirty water: Most people in the US have water piped in from a central location. So the question is " is the treatment plant flooded". If not then its probably as safe as it ever was. People on wells and cisterns are the only ones who need to worry about localized flooding. If in doubt, boil it or buy bottled. Hope that helps.
