It is just a number: Around 42 cm (16-17 in). The number is somewhat meaningless from a medical standpoint... sort of like hair color. If one asks, "What is the average hair color of a 6 year-old girl", the answer is a meaningless color. Head circumference percentiles are compared to the percentiles of the parent's head sizes. Thus, if the parents have smaller heads, we don't worry about their babies' smaller heads.
