Probably no STD: A chancre, the initial sore of syphilis, always shows up within 2-3 months; a year is much too long. The secondary stage of syphilis can show up later as painless sores in the mouth, but this is rare. Herpes is the main STD likely to cause sores on the lips, but most oral herpes is not sexually acquired. So probably this isn't any STD. But if in doubt, get it checked out professionally.

No: Not after a year. Sores on the lips may be herpes, though usually not the sexually transmitted kind. They may also be any of a number of skin diseases, or aphthae if inside. Get seen if it lasts two weeks or more.
