Error in measurement: You have to measure your leg exactly at the same spot otherwise you will find a discrepancy. Bottom line as long as there is no edema redness or swelling or bruises or pain you are OK

This is not unusual: and is usually associated with your dominant leg just like your dominant hand. If you are right handed you are probably right legged. In the absence of other symptoms it's nothing to worry about.
