To The ER With You!: Whether or not you have EDS3, your fever and inability to raise your arms is very concerning. Your description otherwise is rather vague (more details needed), so best to go see a doctor for an exam and get this figured out sooner than later. Obviously, you should have someone drive you (to an ER would be best) today.
