my daughter is 3.5 months and constantly moving and wiggling. she chews her tongue and will arch back hard and fight sleep she tired or fight seizure

Doesn't sound abnorm: Babies as they grow become very active; arching is part of their repertoire of movement. You may wish to take some videos of the behaviors to review with your pediatrician. Four month visit should be coming up.
