Can a child get a fever when the symptoms of diabetes begin to show?

Not necessarily: If a child is at the point of emerging as a new diabetic, any fever producing illness could speed up the process. Fever by itself would not be a common presenting feature, but a low grade fever is often present if the child is dehydrated to a significant degree.(which is often seen in new diabetics).
