Probably not HPV: First, since your partner has HPV16, you probably have it as well; maybe you infected her. If so, it probably will go away without ever causing harm. "White small bumps" in the urethra could be HPV but not typical, and HPV16 doesn't usually cause warts. Maybe you're just looking too closely and seeing normal mucus glands.
