Depends: If these bumps itch, it may be due to a contact allergy developing to the dye (metal usually) pigment used in the tattoo. In that case, the offending pigment will have to be removed surgically or by laser (which really hastens the removal ). In the meanwhile, topical hydrocortisone cream may help. If it does not itch, then it may from irritation related to the pigment which is often unknown.

Rash: Having a tattoo doesn't exempt you from having rashes but makes it hard to diagnose. Allergic reactions to the ink are less likely at this point. If it's the upper arm you could have a benign condition called keratosis pilaris
