Yes: Yes. It is not routine or needed to test for hepatitis B infection prior to giving the vaccine. The vaccine is a 3-shot series administered over 6 months. If you may have received the vaccine before and don't know (it was recommended routinely for all children from 1991), a blood test can be done to see if you are already immune and perhaps don't need it. This may be what your friend means.
