Proctitis? Colitis?: Episodic diarrhea with blood, mucus, and "white stuff" (pus?) probably indicates inflammation of the colon (colitis) or rectum (proctitis). Certain infections can do it, or inflammatory bowel disease. Surprised ER didn't refer you to someone, either your doctor or a gastroenterologist. Do it soon. Good luck!

ER may not be best: I agree with Dr. Hansfield and would add that for diarrhea, the ER can help when you're unable to keep up with the fluid loss and are feeling badly dehydrated or very weak/dizzy or when you have no access to a primary care doctor. Otherwise a primary care doc would be a better person to perform stool studies and consider treatment vs referral for colonoscopy if needed.
