Many possibilities: There are all sorts of bumps and irregularities of the labia minor, vaginal lining, etc. It could still be a genital wart despite your negative HPV test. But probably not; genital warts rarely occur as single bumps, usually several. Various cysts, skin tags, etc are very common as well. You'll need to be examined in person, preferably by the doctor or clinic where your pap and HPV test were done.
