Probably not a UTI: There are many causes of urinary pain and frequent urination. A common cause is bacterial infection (UTI) but when antibiotics do not improve symptoms, you either have an antibiotic-resistant infection (would be shown on urine culture) or the cause is simply not a bacteria. It's too involved to describe here, but try looking up "Bladder pain syndrome," to see if it describes what you are feeling
