Below 140/90: BP below 140/90 is considered normal in most people, but in people who have diabetes, it should be below 135/85. We are talking about relaxed and resting bp, when a person is fully relaxed. The best thing is to take the BP after sitting down and resting for 5 minutes. If you are upset about anything, it is not the right time to check the bp, because it is not a relaxed situation.
