is it possible to experience implantation bleeding 3 weeks after conception?

Unlikely: Implantation bleeding typically occurs 10-14 days after conception. 3 weeks may be pushing it, especially if date of conception is 100% for sure. It is still worth a visit to your doc to check for other possibilities as implantation bleeding is a diagnosis of exclusion.
