Sinus disease: This is not a manifestation of HIV disease. Acute HIV infection could present like a 'mono' type illness- fever, sore throat, feeling washed out, lymph node enlargement, etc. What you describe is sinus disease (ear-nose-throat are connected!) Recommend to see your primary doc or an ENT if not much benefit from the first round of treatments (decongestants, increased fluid intake, etc).
