Yes and no: The lumps in the breast are puberty related but the ones in the thigh are not. If the lump in the thigh persist you need to see your doctor for dx and possible treatment.

Possibly: ,Without seeing these lumps it's not possible to diagnose them, but they may be tiny inclusion cysts or blocked pores,and may be related to hormonal effects on your skin. To be sure, consult your physician or a dermatologist if you have further concerns.
