Why do i have a white line where my mustache is that goes down to my chin kind of like a fumanchu mustache?

The most likely: reason is "because that's where the sun can't shine". In other words, the mustache hairs and lower lip may be blocking sunlight and creating a contrast to the rest of your face that gets tan. Alternatively, you may have a pigment disorder such as vitiligo. If there's NO pigment at all in these areas or there's loss of pigment elsewhere, see a dermatologist. Please?
