Yes, benzocaine (a: relative of lidocane, commonly used agent for injection through skin as a topical/dental anesthetic); is much more readily absorbed through mucous membranes (mouth, nose, pharynx) than skin, thus sold under many different brand names as OTC numbing agent for mucous membranes. Like other OTC products, a more dilute & branded concoction. Benzonatate, Rx agent sold for cough, tiny drop, much better.

Safe, yes: Effective, possibly. Make sure it contains Benzocaine, and use exactly as per package directions. If pain does not ease off within the next week see your Dentist or an Oral Surgeon.
