We are born with the: Hemorrhoids are normal part of our anatomy. They are made of mostly blood vessels but include soft tissue with an external and internal components. A "flare up" is when they engorge with blood usually caused by any pressure on pelvis to include pregnancy. So yes you can treat them with topical preparation to decrease swelling but they can't go away.
