See your doctor: Confusing -- a recent question was from a male who described redness of his urethra, but this question says you are female. Are you that person? Either way, I'm not confident self-diagnosis of "inflammation" is accurate, but meatal protrusion should be professionally examined, so see your doctor. Maybe genital warts? Don't try to further self-diagnose or treat. Good luck.
