Possible scratch/cut: Due to the thin skin in that location, you could accidentally cut it while shaving or even the edge of a fingernail. If the skin is dry, it can crack and look/feel like a cut also. Skin tends to itch once you start shaving unless you continue to keep shaving, so you have to either keep shaving or let the hair grow longer.
