Difficult to say: If the itching is down one area of the thigh and there are no signs of skin breakdown or rash or other findings then it can be just a irritation of one of the superficial nerves that comes and goes and caused from some pressure or pinching of the clothing at times. If there are worsening or signs of sores then you should see a provider right away. I hope this helps.
