See your dentist: if your gum lines are receding, it may be a sign of gum disease or periodontal disease that must be taken care of quickly, as you're more susceptible to other dental issues, as well as losing your first line of defense in your mouth. Also have your PCP check your Vitamin D3 level too.If you don't have insurance, have this evaluated at the dental schools, where they often offer discounts/free care.

Question?: Not sure of your question. but you need to restore the teeth regardless of insurance coverage. The longer you wait, the larger they get.

Infections: Cavities are infections. The longer they go untreated the greater the risk to your teeth and their supporting tissues. You have 2 choices, pay for treatment now or run the risk of a raging infection.

Not an emergency: it might be possible to wait until the 2016. Keep your teeth clean with an oral health routine.
