Has she been: vomiting, or straining hard to have a bowel movement? Either of those could cause small blood vessels to rupture, causing bright red dots, called petechiae. If they are only on her face and she doesn't have a fever, they may not mean anything more than that. However, I would recommend having her doctor check them/her to be sure they are not from something more serious.

Needs Evaluation : Tiny red dots can indicate broken blood vessels under the skin (petechiae), dry irritated skin, or even infection. Petechiae can develop with hard coughing or vomiting, injury to the affected area, but can also occur with certain blood problems. It is important to have the rash evaluated promptly by your doctor to determine the underlying cause.
