PTSD: Different psychiatric medications can be used to treat Post Traumatic Stress Disorder. I usually begin with a selective serotonin Reuptake Inhibitor and add on from there as needed.

No simple answer: You describe serious symptoms individually and in combination. This doesn't mean that the person can't be helped. The psychological issues, the drinking , the Tourette Syndrome and the overall physical and psychological condition have to be evaluated before a treatment plan can be developed. This may included medications and therapy.
